This is kind of a weird question to me, but I’ve received questions like it a handful of times over the years so I’ll address it here. I do not believe that the natural conclusion of every alien sophont setting has to or should be a steady progression to “modern” technology -> space age and beyond. The birgs are not in a “Victorian era”, though some of their technology is comparable to that time, because they have a completely different historical trajectory, before and after. Yes, they will develop new innovations, and likely lose things along the way, because that is the nature of living, intelligent beings that learn and change and try to improve their lives. That said, i feel I have my hands full enough developing the cultures and ecology of the setting’s “now”, I would be doing it a disservice to jump forwards and backwards in time without spending any significant time in any one period. If I do explore other points in time, it will likely be set in the past, to provide deeper context to this world in its “current” time.
